In order to
apply for MPR Certification, candidates for
Professional Registry listing must provide their First
and Last Name (as it appears on any Official World
Document, Certificate, or Diploma); any requested
Pseudonym or Fictitious Name they wish to use to
protect their privacy (in first and last name form); their
Professional Email Address (which shall be kept
confidential, and only divulged to MPR parties that
need your services and/or products); the name of the
nation/micronation they endorse as a professional;
their Country of Residence (Official World); their
real Profession(s), Skill(s), or Title(s) to be
recorded; and any evidence of Profession(s),
Skill(s), or Title(s) in the form of Certificates,
Registrations, Licences, Qualifications, Diplomas,
Degrees, or Professional Memberships. Remember: it is
your responsibility, not the MPR's, to provide evidence
or proof backing your professional or educational
claims. The MPR reserves the right to take any human
individual, organisation, or nation off its list whose
claims are not backed by sufficient evidence
or proof. While the candidate must initially apply via the light brown-coloured form on the right, he/she must later provide evidence of Professionalism or Title in the form of emailed PDF documents, or snail-mailed photocopies of documents to the MPR office. The MPR reserves the right to cancel memberships that are not backed up with photocopies of documents which provide reasonable evidence of Professionalism or Title. From time to
time, evidence of professionalism or
semiprofessionalism will be evaluated by the MPR that
is not supported by Official World documents, and
candidates will be given professional registry status
if the evidence is compelling enough. The MPR recognises
Fourth, Fifth, and Sixth World professionals and
semiprofessionals, or Fourth, Fifth, and Sixth World
companies producing products that are more than
nationalistic adverts (companies have to produce more
than national souvenirs or memorabilia). The MPR follows Good Community
criteria, and the universal Ethic of Reciprocity. Any complaints
about a current MPR member, organisation, or nation
from another MPR member,
organisation, or nation
can be grounds for deletion
of the professional, and/or organisation, and/or
nation from MPR membership.
The MPR recognises all real professionals and semiprofessionals 21 and older, and does not otherwise discriminate on the basis of sex, race, age, national origin, micronational allegiance, sexual orientation, family composition or type, religion, disability, or veteran status. Also, the MPR recognises all real professional and semiprofessional companies, institutions, micronations or nations, and does not discriminate on the basis of registered or incorporated status, institutional or national accreditation, territorial status, or UN/UNPO membership. Please note that a small donation is now required to cover administrative costs.
Please note
that the MPR is not a party or signatory to the Hague
Convention of 1961 abolishing the requirement of
diplomatic or consular legalisation for foreign public
documents. The MPR recognises all foreign documents
because professional or semiprofessional persons have
presented them, and then we recognise any possible
associated companies, organisations, schools,
universities, institutions, jurisdictions, dominions,
nations, micronations, territories, or states. This is
a 'bottom-up' or grassroots honour system, not the
'top-down' or imperialistic recognition implied by the
Hague Convention. From
this it should be clear that cybernetic or
territorial nations or jurisdictions which do not
have registered professionals and/or companies here,
enjoy little or no legitimacy before the MPR, or
before any nation, jurisdiction, or organisation
which uses the MPR as elementary litmus test for
recognition.

Based on the endorsement of qualified MPR members, the MPR recognises several nations, jurisdictions, micronations, universities, schools, associations, companies, even royal families. MPR recognition implies that the minimal criteria for any relationship has been met. MPR recognition does not imply diplomatic recognition (it is de facto, rather than de jure recognition), but only that minimal professional and/or academic criteria have been met, and the MPR can reasonably certify that the professional, organisation, institution, micronation, or nation exists. The MPR
also issues independent intellectual property
instruments such as Print
Monopolies (PM), Enterprise Names (??), Enterprise Marks (??),
and MPR Patents (?).
So far, three books with valid individual
International Standard Book Numbers (ISBN) have been
published with the MPR's Print Monopoly (PM) standard,
including the book, The
Fifth World: Micronationalism on Steroids. While the MPR is supported by several Fourth, Fifth, and Sixth World governments, it is important to note that the MPR is not a government agency, but an independent agency whose primary purpose is the development of an independent Fourth, Fifth, and Sixth World economy, and a micronational community following Good Community criteria, and the universal Ethic of Reciprocity. The MPR is not to be used, and should not be used as a taxing agency for any government, nor should be held responsible to any government in that capacity. Any tax obligations, or other professional obligations if present and legitimate, are the sole responsibility of the professionals and companies themselves. The MPR exists solely to stimulate Fourth, Fifth, and Sixth World economic activity by promoting Fourth, Fifth, and Sixth World professionals and companies. It is not some nation's or group of nations' tax authority or corporation, thus it is obliged to follow only its stated, limited, and clear non-governmental purpose. Member professionals of the MPR are entitled to use post-nominal letters that specify they are members of the MPR. If your name is Fabrizio Ferragamo, and you are a professional member of the MPR, you can write your name as "Fabrizio Ferragamo, MMPR". Nations and micronations of the MPR are also entitled to use post-nominal letters that specify they are members of the MPR. If the name of your nation is Bodacious Medusa, and it is a member nation or micronation of the MPR, you can write the name of your nation as "Bodacious Medusa, MNMPR". Certain kinds of institutions (real service providing government agencies, professional registries, employment agencies, chambers of commerce, universities, schools, news agencies, root nameserver systems, etc.) are eligible for accreditation through the Fifth World Accreditation Agency (5WAA) when they meet the highest standards as real and reliable public services. While this accreditation is normally reserved for United Micronations Multi-Oceanic Archipelago (UMMOA) members, foreign nations that are members of the Micronational Professional Registry (MPR) can also apply for 5WAA accreditation for their respective institutions. Certain churches follow and honour the 14 Commandments, a part of Cesidian law, and the common law of the Fifth World. These churches are called 14cc (14 Commandments Church) Institutions, or Cesidio.net Churches.

Terrorist Nations (CTN)
The MPR has recently enacted the following policy: any sovereign state recognised by the MPR that ends up on the United States Commission on International Religious Freedom's (USCIRF) list of "Countries of Particular Concern" (CPC) — the US government's designation for countries with ongoing, egregious violations of religious freedom — shall cease to be recognised by the MPR. Sovereign states on the CPC list that were not already recognised, shall automatically become natio non grata, and shall be treated like nations on the MPR's Certified Terrorist Nation (CTN)
list.
